

The Certificate in Local Council Administration (CiLCA, pronounced sil-ka) is the recognised qualification for professionals working in the local council sector. It is achieved through completion of a twenty-four section portfolio of work put together over a maximum of two years. Below you will find the resources and forms you need to get you started with CiLCA.
We run group sessions to support you as you complete your portfolio. Usually a group of around eight people meets for two mornings, approximately a month apart. During these sessions we explain what the verifiers are looking for as you complete your CiLCA, and encourage the sharing of best practice within the group. These sessions are open to anyone registered as a CiLCA candidate - including clerks, assistant/ deputy clerks, councillors, and people not currently working in the sector who wish to take the qualification as a route into local council administration. SLCC CiLCA registration form - Everyone undertaking CiLCA training needs to register with SLCC, even if they are not an SLCC member. This link takes you to the application form, which you will need to send to SLCC along with £150.
